The Fraser River Valley Housing Partnership (FRVHP) is a multi-jurisdictional housing authority that serves the Fraser River Valley, including the Towns of Winter Park, Fraser, Granby and the unincorporated areas of Grand County near the three towns. We work in collaboration with private developers, non-profits, the state and local governments, to expand the supply of high-quality, affordable rental and for-sale housing. Our mandate is to remove barriers to development, align public and private resources, and accelerate projects that meet the community’s housing needs. What We Offer
FRVHP partners with developers to reduce uncertainty, improve project feasibility, and unlock new opportunities. As a regional housing authority, FRVHP is empowered to support and facilitate affordable housing development through a range of tools and services, including:
Public-Private Partnerships
FRVHP is authorized to enter into partnerships with private developers, non-profits, and institutional investors to co-develop housing that meets affordability and community goals.
Tax Exemptions
FRVHP can offer property, sales, and use tax exemptions for projects that meet our objectives.
Tax-Exempt Bonds
Projects with our support are eligible to receive access to the tax exempt bond market, a low-interest tool which can significantly improve the pro-forma of an affordable housing project.
Project Financing
Our organization is funded by a 2 mill property tax levy which produces approximately $1.7M in annual revenue. This revenue can be used to help close the gap in the capital stack of affordable housing projects that meet our goals.
Federal and State Tax Credits
We can help you determine whether your rental housing project qualifies and help you apply for federal LIHTC and state low-income housing tax credits and the state’s new Middle Income Housing Tax Credit that can fund as much as 70% of the cost of a qualifying project.
Low-Interest Financing from State & Federal Affordable Housing Programs
Partnering with the FRVHP can provide you access to low-interest financing from state and federal affordable housing programs, including low-interest loans from Proposition 123, DOLA, CHFA, FHA, HUD, USDA and other federal agencies.
State and Non-Profit Grants
Our staff and consultants are experts in identifying and helping developers apply for grants from DOLA, CHFA, Prop 123 and non-profits to fill gaps in your capital stack.
Expertise To Guide Your Decision Making
We can provide resources, including access to the best consultants in the state, to help you navigate the complex world of affordable housing. Federal, state, and local entities/programs (think CHFA, LIHTC, DOLA, Prop 123 FHA, HUD, USDA, non-profit impact investment funds, and others) offer many opportunities to developers, but understanding how each one works, and how they can or cannot work together, can be overwhelming. We can help you navigate these opportunities to understand how each one can work to make your project come to fruition.
